Human Resource Manager
Duties & Responsibilities:
- Devise and implement full spectrum of Human Resources, Admin, Legal, EHS Development plans for the whole company to cope with operation needs and future development.
- Develop, modify and implement Company Human Resources policies and procedures to fit with company needs in addition to ASCI Human Resources policies and procedures.
- Manpower Planning and Control
- Prepare yearly manpower budgets
- Forecast future manpower deficits and surpluses and recommend strategic plans for maintaining optimal staffing level to cope with operation needs
- Recruitment
- Expedite recruitment of management staff (both local and overseas hired)
- Maintain an updated and complete set of job description and job specification for each position in the company
- Employment
- Update and advise management on employment and related legislation requirements and ensure the compliance
- Be responsible for work permit application and visa extension for overseas hired employees
- Employee Benefits
- Review and develop a comprehensive remuneration package including bonus, medical coverage, retirement benefits, and staff facilities to ensure that it is competitive enough to retain / attract existing staff / applicants
- Performance Appraisal
- Administer employee appraisal system for all staff
- Review current performance of each staff, identify training needs to bridge and develop staff with potential
- Employment Relations / Communications
- Provide adequate communication channels and counseling services to staff
- Publish staff Newsletter to strength communication between management and staff
- Health and Safety
- Closely monitor the quality of services of staff clinic
- Devise and implement company safety policy and procedures
- Staff Training and Development
- Advise training team leader in planning, designing and implementing training activities
- Training needs analysis, program proposal, design and delivery
- Annual training plan and budget
- Planning and monitoring Trainers Scheme activities
- Admin & Legal
- Daily check and response e-mail from region secretary related GM’s schedule when required
- Weekly update the travel status of the Management Team
Qualifications & Experience:
- Knowledge & Skills: Good knowledge of factory operation and personnel practices and procedures. Strong management and interpersonal skills. Conversant with labor laws and employment ordinances. Good marketing connection with recruitment sources
- Education, Training, Qualifications: University graduate in Personnel Management / Business Administration / Social Sciences or equivalent
- Experience: Minimum 4 years of experience in the same position
- Personality: Mature, tactful, innovative, progressive, pleasant and outgoing personality
- Physical Requirement: Fit and healthy
- Age: Minimum 30 years old
